Organizations that require IAL3 have had to build the enrollment capability themselves: certified operators, physical locations, an independent Kantara assessment, and the compliance required. That is not a viable path for most agencies or enterprises, and no amount of digital verification substitutes for it, because the standard requires physical presence.
